First one here, first one in charge.
Arc mainnet hasn't even launched yet. There is, technically, no city. ARCOO showed up anyway.
He landed on Main Street before there was a Main Street, looked left, looked right, and saw exactly zero other pigeons, zero other founders, and zero competition. In pigeon logic, a city that doesn't exist yet is just a city that hasn't heard your name yet.
So he found a sash. Nobody knows where. Nobody's asking. He put it on, declared himself Mayor-elect of Arc, and started strutting like the deed was already signed — six weeks early.
There is no election. There was no vote. There isn't even a chain yet. That's the whole platform.
